Implementation efforts
In accordance with the commitment made in the Coalition Agreement 2018-2023 and as part of the implementation of the second edition of the National Action Plan 'Business and Human Rights' (NAP2), a study has been carried out by an expert from the University of Luxembourg on the possibility of legislating at national level on a duty of care with regard to human rights for companies domiciled in Luxembourg.

At its meeting on 11 December 2019, the Government Council approved the draft NAP 2020-2022 prepared by the Working Group. This second version of the NAP was drawn up in the same participatory spirit as the 2018-2019 NAP but is of a more operational nature. The Working Group has started its implementation.
As part of the implementation of the work programme, a study on the human rights situation in companies in Luxembourg was carried out by an expert from the University of Luxembourg.
On 22 June 2018, the Council of Government adopted the first version (2018-2019) of Luxembourg's National Action Plan for the implementation of the United Nations Guiding Principles on Business and Human Rights (NAP). The text of the NAP was negotiated to follow through on Luxembourg's international commitments to strengthen respect and promotion of human rights, notably by raising awareness among national and transnational companies of their responsibility for human rights, both internally and throughout their economic value chains.
