Reservation request for the VIP lounge at Luxembourg-Findel airport

The Directorate of Protocol and Chancellery is in charge of reservations for the VIP lounge and is the contact point for requests to carry weapons and use radio frequencies.

Who is entitled to use the VIP lounge?

  1. The VIP lounge is available for use by official delegations on State visits and official visits to Luxembourg authorities, at their invitation.
  2. The VIP lounge is available for use by official delegations led by a member of a government during a working visit to a member of the Luxembourg government.
  3. The VIP lounge is available for use by the head of mission accredited to the Grand Duchy of Luxembourg, as well as by his family travelling with him on the occasion of his official arrival and final departure.
  4. The VIP lounge is available for use by the President of the European Parliament, the President of the European Commission and the European Commissioners, as well as by the official delegations travelling with them, during a working visit or a meeting with a member of the Luxembourg government or with the President of the Chamber of Deputies.
  5. The VIP lounge is available for use by the heads of European institutions and international organisations, as well as by official delegations travelling with them during a working visit to a member of the Luxembourg government.
  6. The VIP lounge is available for use by parliamentary delegations led by a President or Vice-President of a parliament, on official or working visits, at the invitation of the President of the Luxembourg Parliament.
  7. The VIP lounge is available for use by members of the government and delegations travelling with them when they attend meetings of the Council of Ministers of the European Union held regularly in the Grand Duchy of Luxembourg in April, June and October, as well as exceptional meetings of a similar nature.

Access conditions

Apart from State and official visits, the maximum number of members of a delegation, including the head of delegation, with access to the VIP Lounge, is set at ten. Only those persons specified in the application will be admitted. In principle, delegations with access to the VIP lounge are exempt from security and identity checks. Such checks may be carried out if an express request to that effect has been made at the time of application. The airport police may also carry out such checks for security reasons related to the VIP lounge.

For the reception and departure of delegations, the number of people and vehicles with access to the airport security zone and the VIP lounge is limited as follows:

  • For the reception of the head of delegation: one person and one vehicle with a driver.
  • For the reception of the members of the delegation: for delegations of at least four members, one person and one vehicle with a driver are authorised per group of three members. (Delegations of 0 to 3 members = 0 persons / Delegations of 4 to 6 members = 1 person / Delegations of 7 to 9 members = 2 persons)

The names and first names of all persons concerned, the mobile phone numbers of the drivers, as well as the make, model and registration number of the vehicles used must be indicated in the booking request. Failure to do so will result in refusal of access to the airport security area.

Delegations will be received and seen off in the VIP lounge. Access to the tarmac, near the aircraft, is not possible.

Drivers will not have access to the VIP lounge and must remain near their vehicles.

Procedure

Reservations for the VIP lounge are made by the Directorate of Protocol and Chancellery of the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade.

To request a reservation, diplomatic missions, international organisations or European institutions must submit a request to the Directorate of Protocol and Chancellery via the Protocol's online services (mae-protocole.public.lu), at least forty-eight hours before the desired date.

Reservation requests received after this deadline will not be considered.

The Directorate of Protocol and Chancellery cannot guarantee that changes made to a reservation request after the forty-eight-hour deadline will be taken into account.

In the event of armed security personnel entering Luxembourg territory, a permit to carry arms must be requested in advance from the Grand Ducal Police via the Protocol's online service.

If these agents use radio communication equipment, a specific authorisation must also be requested in advance from the Luxembourg Institute of Regulation via the Protocol's online service.
